Oh, skim bedding is just a term used for epoxy bedding that is less than ~0.125" thick.
The process is pretty simple, really...carefully Dremel out about 1/16" clearance in the bedding portion of the stock everywhere EXCEPT the portion directly UNDER the action that you torque the rifle down onto. (kindof like leaving little "pillars" in the stock around the bolt holes so you don't have to completely re-set the depth of the action in the stock).
Once you have a little clearance, you just fill that clearance with Devcon or Bisonite.
I've never been much a fan of skimming stocks, since if I am going to go to all the trouble...I may as well just pillar and heavy-glass the thing.
If your 700P is already sub-half, I'd probably leave the original stock alone unless you want to fully pillar and glass. Even then, it might be money ahead for actual IMPROVEMENT to get a new stock instead. Like McM or Manners.
If you've got a scorched hole in your pocket, buy better ammo, or buy a better trigger.
